Former India hockey captain and Haryana minister Sandeep Singh said on Sunday that he had surrendered the sports and youth welfare department portfolio to CM Manohar Lal Khattar, but hasn't resigned from the state cabinet following a criminal case against him in the wake of an athlete-coach accusing him of attempted rape.
